Dennis Rumsey (1939-1991) was born March 15, 1939 in San Jose, California and was raised in Sacramento. He started working with summer musical theaters in Sacramento and on the East Coast. In 1977, he joined the San Francisco Ballet as a manager. He also worked as general manager of the Kansas City Ballet and executive director of the Milwaukee Ballet.
In 1985, he became consultant coordinator of the Pops concerts for the San Francisco Arts Commission, and in 1987 was appointed assistant director of the Arts Commission. He also taught arts administration at Golden Gate University.
